Very cool. Yeah, the first thing I thought when I read about the pitting is filler primer. Seems like you could prime and sand until it's prefectly smooth. Sounds like Benny has it under control.
I had one small suggestion, if you hadn't already planned it... If this was mine I would tape off that steer tube and leave it as proof of what once was. To get rid of rust I would citric acid dip that part. Just a thought!
Looks like it's gonna be a cool project!

I've already discussed that with Ben. The original paint on the steer tube and inside the BB shell must stay.
I even had a chip about the size of a quarter flake off the other day from the underside of the brake bridge. It might sound weird, but I kept it.

Sounds like the right plan Ben.
I have a nice shape (original paint) Purple Rein trick star frameset and seatpost here, if you guys need some larger surface area for color reference.
