Earlier 80's Hutch Expert (or Pro - hard to tell from the pic) bars. I have a vague recollection of skinny cross bars like that. I'd put them around 83-ish. Maybe earlier.

How wide are they?

They are about this wide

Well my understanding was always that the early pro/cruiser bars came with blk die cuts and the expert bars only came with either red or white die cuts

My vote is Expert bars - the grips are to close to the bend to be cruiser IMO (unless they were cut)
