I picked this one up at the last Source swap. Complete original Racer with some sick hubs. Can someone shed some light on the decals?

Someone decided to help themselves to my tool bag. I need a punching bag right about now. I can't remember the last time I was this pissed off? Today is street sweeper day, my car was across the street,i was loading it up to go to work. I left my bag by the rear door,walked back in my drive way to get something, maybe 2 minutes passed. I go back out and its gone. It was loaded too, Cat5 testers and crimpers,my small monitor (300) to install surveillance camera. Toners to find wires,every hand tool, everything, gone. Fucking bastards. I had to vent...........

Anyone here know what this is? Is it a road bike converted to mountain? It has Mafac cantilever brakes,came with Araya 7 xs specialized stump jumpers comp 2 tread tires. The brace is brazed on,maybe you recognize the serial numbers?thanks for the help.
