1976 FMF mild steel frame - serial # question

I think it stands for Jim Watson. This photo is from a 1977 cyc catalog.

Many years ago, I asked Scot what the JW stood for in reference to the mild steel FMF and he replied "Jeff Ward."  He did not seem to hesitate.  I believe that the yellow, steel, FMF came from the Wheels n' Things archive.  It was originally given to Sandy by Scot.

Jeff Ward was pretty amazing! The second half of the 70s was a lot of fun.
